State‐operated lotteries have recently been asserted by public administrators and academicians as panaceas for eradicating revenue disparities existing across public school districts in the American states. The purpose of this research project is to empirically test the hypothesis that lottery revenues raise the state expenditures for public education. A state‐level national dataset, which includes fifty American states over the period 1977–1997, was used for the analysis. Pooled time‐series cross‐sectional and ARIMA modeling was employed to test the hypothesis. This study finds that lottery revenues had a positive influence on state per pupil expenditures for education. The evidence for the impact of lotteries on state per pupil expenditures for education was robust and statistically significant.  相似文献

This article reports on the evaluation of political science research internships and considers their costs and benefits for a political science education. Students indicated high levels of appreciation of the inaugural Political Science Research Internship Unit at the University of Western Australia in terms of its contribution to their personal development and work experience. A substantial number of interns gained insights into the policy process through this form of experiential learning. Many came to appreciate the contingency and the normative dimensions of knowledge in the policy process. Whereas about half of the students found the transition from the seminar room to the policy world difficult, the other half were more successful in applying their theoretical knowledge to practical experiences. The article also indicates how this evaluation informs future course design.  相似文献

Revisiting the seminal study of March and Olson (1983), this article aimed to empirically test whether or not government reorganizations at the ministerial level can be better explained by political factors than administrative and functional rhetoric. Government reorganizations have often been understood as functional adaptations to increase organizational efficiency and effectiveness, but little empirical research has been conducted on their political context. By analyzing pooled‐time series data from 30 OECD countries from 1980–2014 taken from the Statesman's Yearbook, this article sought to examine whether changes in political power are associated with government reorganizations and whether their intensity is affected by the country's political system (parliamentarism or presidentialism), transitions of administrative power, and political cycles of the top executive's tenure. The results suggested that government reorganizations are more likely to occur in parliamentary systems, after transitions of political power, and at the beginning of the top executive's tenure.  相似文献

Governments are being put to the test as they struggle with the fast and wide spread of COVID-19. This article discusses the compelling challenges posed by the COVID-19 pandemic by examining how this wicked problem has been managed by the South Korean government with agile-adaptive, transparent actions to mitigate the surge of COVID-19. Unlike many Western countries, South Korea has been able to contain the spread of COVID-19 without a harsh forced lockdown of the epicenter of the virus. This essay argues that an agile-adaptive approach, a policy of transparency in communicating risk, and citizens’ voluntary cooperation are critical factors. It also suggests that the South Korean government learned costly lessons from the MERS failure of 2015. This essay suggests ways that Western countries can manage future wicked problems such as COVID-19 without paying too much cost and maintaining quality of life in open and free societies.  相似文献

We investigated five different government organizations' uses of social media in two countries: South Korea and the United States. Two content analyses were conducted in two time periods: 2011 and 2014. We found that the majority of government organizations in both countries use social media within the public information model (for dissemination of information), followed by the two-way asymmetrical model (for persuasion). As expected, the most prevalent public relations strategy is informative strategy, followed by persuasive strategy. The majority of government organizations use the information dissemination message strategy. Specific differences were found between 2011 and 2014 as well as between two countries.  相似文献

Between 2006 and 2007, hundreds of export-oriented South Korean companies entered into what are called KIKO (knock-in, knock-out) target forward contracts to hedge against the threat of an appreciating Korean currency, the Won. Buyers of these contracts were assured a pre-determined foreign exchange rate as long as the range of exchange rate fluctuation stayed within a narrow band. In 2008, however, the Korean currency depreciated considerably following the global financial crisis, forcing buyers of the KIKO contracts to incur enormous losses. Why were there both supply and demand for these contracts, and why did they become suddenly popular? This article employs a behavioral law and economics perspective to explain what transpired in the minds of the parties to the contracts. Psychological biases and cognitive limitations were perhaps at play, including herd behavior, investor myopia, information cascades, and optimism bias. Recognizing that these psychological factors could induce sub-optimal decisions of the contracting parties, we argue that de-biasing should be considered an important policy goal in financial contracting. While the scope of this paper is limited to the KIKO contracts, the principles used to examine this case can be broadly applied.  相似文献

Simple sequence repeat (SSR) markers in the opium poppy (Papaver somniferum L.) were identified from an expressed sequence tag (EST) database comprised of 20,340 sequences. In total, 2780 SSR-containing sequences were identified. The most frequent microsatellite had an AT/TA motif (37%). Twenty-two opium poppy EST-SSR markers were presently developed and polymorphisms of six markers (psom 2, 4, 12, 13, 17, and 22) were utilized in 135 individuals under narcotic control investigation. An average of three alleles per locus (range: 2-5 alleles) with a mean heterozygosity of 0.167 was detected. Six loci identified 29 unique profiles in 135 individuals. The EST-SSR markers exhibited small degrees of genetic differentiation (fixation index = 0.727, p < 0.001). Other variable markers will be needed to facilitate the forensic identification of the opium poppy for future cases. To determine the potential for cross-species amplification, six markers were tested in five Papaver genera species and two Eschscholzia genera. The psom 4 and psom 17 primer pair was transferable. This is the first study to report SSR markers of the opium poppy.  相似文献

The paper provides an overview of the most important results of a project on EU–Korea economic and regulatory relations funded by the European Commission. The paper first outlines the emergence and development of EU–Korea relations. In the second part, the paper presents the main findings clustered in three thematic areas. A first thematic area focuses on a discussion of the EU–Korea Free Trade Agreement. The second cluster analyzes EU–Korea cooperation on regulatory policies with a main focus on cooperation in the policy areas of security (arms trade and control), chemical regulation, environmental regulation, education, development cooperation and industrial policy. The third part focuses on EU–Korea cooperation concerning regional and international issues. In the third part, the paper presents the main recommendations which were formulated on the basis of the project.  相似文献

This study assessed the effect of a 10‐week cognitive behavior treatment program in 30 mentally ill sex offenders. The effect of the program was evaluated using the Interpersonal Responsiveness Index (IRI), UCLA Loneliness Scale (UCLALS), Coping Using Sex Inventory (CUSI), and Rape Myth Acceptance Scale (RMAS). Data were analyzed using the paired t‐test. The ability of sex offenders to cope with sexual acts when they faced stressful situations and to accept the rape myth was significantly improved on CUSI (= 2.09, = 0.04) and RMAS (= 5.45, < 0.001). Feelings of isolation and the ability to empathize based on IRI (= 0.62, = 0.54) and UCLALS (= 0.88, = 0.38) were not significantly improved. To prevent recidivism, treatment for mentally ill sex offenders should focus on changes in their cognitive and emotional characteristics in addition to their main psychiatric illness.  相似文献
